the Treasury and the Foreign Office. The ideas of all three

departments could then be submitted to the Committee of

Imperial Defence and eventually to the Cabinet.

telegrams has emphasised the urgency of doing something for

China if anything can be done: we suggest therefore that it

will be best if your correspondence with the Governor is

conducted by telegram.
